Following the droughts of 2001-2002, and recent adoption of various water resources and land use regulated legislation, water resources and water supply are of increased controversy and attention.The Water Law Conference, scheduled on Wednesday, January 14 at the PBI Conference Center, 5080 Ritter Road in Mechanicsburg, will focus on hot topics relating to water supply and water management of importance to those who counsel municipalities, water suppliers, industries, landowners and developers, environmental groups and public interest groups.
Discussions of legal issues concerning water's relationship as a stimulus or constraint to economic development will include the following topics: potential conflicts between PUC requirements, water authority duties and land use regulation; ASCE Model Water Rights Code; trends and issues in consolidation and regionalization; implications of Act 67 and 69 amendments to the Municipalities Planning Code; potential for changing Pennsylvania from common law to a regulated riparian system, and public/private partnerships.
